When the "Powers that Be" Closet themselves behind close doors, one of 2 things are bound to happening. 1) One of their big plans has unraveled and they are looking to extricate themselves from any culpability. Or- 2) they have a hair brained scheme they are planning to foist on someone which will no matter lead to #1 all over again.
